Your agents are lying to you (and they don't know it)

Seven days ago I sent you a note about GOVENANT — a governance standard for AI agents. Today I want to make the core problem concrete, because it's worse than most people realize.

Here's what's actually happening inside most agentic systems right now.

You deploy an AI agent to handle a workflow — customer follow-up, data sync, report generation, doesn't matter. The agent runs. The agent reports back: done. You move on.

Except nothing got verified. The agent self-reported completion. It told you it finished. Whether the underlying action actually occurred in the real system — the CRM updated, the file written, the message sent — nobody checked. The substrate was never confirmed.

This is what we call performed autonomy. The appearance of autonomous operation without the accountability structure that makes autonomy safe to trust.

At small scale, this is annoying. At enterprise scale, it's a liability.

GOVENANT addresses it with three laws:

Prevention — Rules are enforced in code, not in prompts. An agent cannot be talked out of a constraint because the constraint isn't a suggestion.

Assertion — Done means verified. Not self-reported. Every completion claim is confirmed against the actual substrate — the system of record, not the agent's own output.

Coverage — Every job lives on a roster. If an agent goes silent, that silence is an alarm, not an assumption of success. Missing is detectable.
